Youth policy quality assessment study
The youth policy quality assessment study was implemented to assess the quality of youth policy formation and implementation in the city of Vilnius and to identify areas for improvement.
The study was conducted by researchers from Mykolas Romeris University (MRU), who adapted the nationally approved methodology for assessing the quality of youth policy in municipalities. The study used qualitative methods - semi-structured interviews and focus groups with individuals who shape and implement youth policy.
Research implementation (May-December 2025):

the preparatory stage has been completed: clarification of needs, adaptation of the methodology and preparation of research instruments;

analysis of existing data was carried out;

empirical research was conducted (interviews and focus groups);

A detailed research report was prepared and the results were presented.
Based on the results of the study, conclusions were formulated and recommendations were presented to strengthen the quality and efficiency of youth policy and meet the needs of young people.

Youth Situation Identification Study
The youth situation identification study was implemented in order to comprehensively assess the situation of youth in Vilnius City Municipality and base youth policy decisions on data.
The study was conducted by adapting the methodology developed by the Department of Youth Affairs (now the Youth Affairs Agency) for research on youth issues in municipalities. The study analyzed secondary data and interpreted the results of a quantitative study collected by an independent research organization.
Research implementation (May–December 2025):
the preparatory stage has been completed: clarification of needs, adaptation of the methodology and coordination with the organization that conducted the quantitative research;
secondary data on the situation of youth was collected and analyzed;
analysis and interpretation of quantitative research results were performed;
A research report was prepared and the results were presented.
The research provides conclusions and recommendations that help to better understand the needs of youth and strengthen evidence-based youth policy formulation and implementation.
